The ninth Iranian Rock Mechanics Conference was held at Amirkabir University of Technology in collaboration with the Rock Mechanics Association, universities, ministries, and relevant organizations on Wednesday, 18th of Ordibehesht, 1403.
The conference was attended by the President of Amirkabir University, a member of the Industry and Mining Commission of the Islamic Consultative Assembly, faculty members, and students, and showcased achievements in this field.

Amirkabir University of Technology's plan to establish a smart university
The President of Amirkabir University of Technology announced the university's plan to establish a smart university, stating: "One of our goals is to move towards a smart university. To achieve this, we need to utilize the field of artificial intelligence in our studies."
Dr. Alireza Rahaei emphasized at the ninth National Rock Mechanics Conference: "Scientific conferences provide an excellent opportunity for exchanging views on the latest scientific findings in the research areas being explored. These conferences discuss trends, topics, and new research methods. Such exchanges will be very useful and effective for all colleagues and students, allowing students to become familiar with these topics and scientific fields."
He further stated: "The field of rock mechanics plays a significant role in civil engineering projects, mining discussions, stability studies, and mineral and oil studies. These three areas are effective in providing public welfare and generating wealth for the country, as public welfare creates a conducive environment for progress."
The President of Amirkabir University of Technology reminded: "After oil, mining discussions are the second area for wealth creation in the country, and perhaps we realized this too late. Less investment has been made in the development and extraction of mines to maximize their benefits."
Rahaei continued: "In places where wells and oil extraction are discussed, the science of rock mechanics is important. Today, this field is considered the country's largest wealth, and using various resources for wealth production can lead to greater prosperity for the country."
He emphasized: Since rock materials are very complex, extensive theoretical and experimental studies are used in this field, along with various systems that have been developed, can provide a good perspective for scientific progress. Our professors and researchers work in this field, which highlights the importance of this conference.
The President of Amirkabir University of Technology also referred to the country's Seventh Development Plan and emphasized: We hope that this plan will provide a good basis for the serious development of the country. Unfortunately, we have had shortcomings in past plans or in planning, or there has been little trust in the implementation of the plans.

According to Rahaei, the index we refer to in the implementation of previous development plans is about 30 to 35 percent. If we expect development to occur in the country based on plans, these plans must be realistic to be executable, and we should also benefit from successes based on the plan.
He mentioned the topic of artificial intelligence in the Seventh Development Plan and stated: Today, emerging technologies play a special role in the country's scientific advancements. All professors, industry managers, and students should be able to conduct studies based on a series of informational and analytical findings conducted on data and open new horizons for us. We should focus less on traditional methods and think about what successes emerging technologies can create for us despite the problems they may cause.
The President of Amirkabir University of Technology added: We have a strong focus on artificial intelligence at this university, with three faculties in computer engineering, computer science, and electrical engineering coming together to create a hub for artificial intelligence.
According to him, we are currently meeting all the needs of armed forces in artificial intelligence under an agreement. Extensive studies and activities based on the scientific activities of the artificial intelligence hub are also taking place in many industries such as maritime and aviation. Therefore, our university has found a special place in the country in this field, and we should use these studies in the university. One of our goals will be to move towards a smart university, and we should use the findings of these studies to achieve this goal.
Rahaei recalled: The Mining Engineering Faculty of Amirkabir University of Technology has undergone a rapid development trend in the past decade and has achieved the second or third position among 18 faculties in terms of production and scientific activities. Alongside the development of scientific production, which enables us to have a suitable position in the global ranking system, we pursue a major goal, which is to be innovative in conducting research needed by the country and the nation. We must strive to be solution-oriented and play a role in addressing the country's needs.
He emphasized: Amirkabir University of Technology is currently ranked first in two important global rankings and second in two rankings among the country's technical and engineering universities. We strive to collaborate with executive agencies to conduct research to solve societal problems.
The executive secretary of the 9th National Conference on Rock Mechanics in Iran announced the acceptance of 57 papers in this conference and stated: We hope that this conference can provide a platform for expanding the scope of rock mechanics services, particularly in the mining, civil engineering, oil, and subsea storage reservoir industries.

According to the public relations department of Amirkabir University of Technology, Dr. Hossein Salarirad stated at the 9th National Conference on Rock Mechanics in Iran: The scientific and specialized collaboration of mining and civil engineers, professors, experts, and students in the field of rock mechanics has led to significant progress in the country in recent decades.
He continued: This conference was organized with the support of the Iranian Rock Mechanics Society, Amirkabir University of Technology, industrial event companies, the Ministry of Energy, the Ministry of Industry, Mine and Trade, as well as numerous private and government companies whose official logos are displayed on the conference posters and website.
The executive secretary of the 9th National Conference on Rock Mechanics in Iran emphasized: We have accepted 57 papers out of many submissions, which will include 32 oral presentations and 27 posters in the sub-sessions.
He also mentioned: An exhibition of industries and companies related to mining, civil engineering, and dam engineering activities has been set up at Amirkabir University's exhibition center, which will be inaugurated in the presence of university officials.
Salarirad stressed: A specialized panel titled "Self-sufficiency in Precision Instrumentation and Civil and Mining Projects" will be held with the participation of industry experts to address capabilities and challenges. I hope that this will lead to significant progress and proper organization in the country, especially in the neglected field of mining engineering.
The executive secretary of the 9th National Conference on Rock Mechanics in Iran added: Three training workshops in specialized areas have been conducted with the aim of converting skills and research results into executive plans for students, as discussed in the classes.
He concluded by emphasizing: The strategic council of the Rock Mechanics Conference consists of Dr. Aghabala Shakery, a representative and member of the Civil Commission of the Islamic Consultative Assembly, the Iranian Rock Mechanics Society, the Construction Base of Khatam al-Anbia, the Scientific Committee and the Arbitration Committee, the Development of Water and Power Resources Company, the Industrial Event Company, and the Road Transport Company, all of which played a significant role in preparing for this conference.
Deep mining exploration is at the forefront of the development of rock engineering sciences.
The head of the Mining Engineering Department at Amirkabir University of Technology, referring to the deepening of surface mines, stated: The analysis of mining conditions requires the development of rock mechanics technologies.
Dr. Hamed Molla Davoodi, at the 9th National Conference on Rock Mechanics in Iran, emphasized the importance of rock engineering and its mechanics in industries, stating: With the extraction of reserves and the depletion of surface reserves, the need for analyzing surface mines is more critical than ever.
He continued: On the other hand, rock mechanics plays a significant role in the development and urbanization of the country by creating urban and extra-urban infrastructures in areas such as transportation and dam construction.
Molla Davoodi, mentioning the role of geomechanics in oil projects, stated: Therefore, this conference was held with the aim of providing a suitable place to acquire knowledge, learn about the latest findings and new experiences, and exchange new scientific findings and collaborations between university scholars and industry professionals to present solutions to industry problems.
He also highlighted the goal of advancing research related to rock engineering and its role in various industries and the awareness of the scientific efforts of professors and researchers and industrial needs as other objectives of this conference.
Today we are a provider of tunnel and dam construction services.
The president of the Iranian Rock Mechanics Society, emphasizing that this field is not limited to tunneling and dam construction, stated: There are other areas where we can benefit from its sciences.
Dr. Hamidreza Nejati, at the 9th Rock Mechanics Conference, described the mission of this society as creating a link between industry and academia and added: To achieve this, we have tried to provide platforms such as organizing national and international conferences, scientific lectures, and specialized panels, having organized 8 national conferences so far, with the 9th edition currently underway.
He continued: Almost every three-year term when the society's board of directors is elected, at least one conference is held, and in this regard, we organized the International Rock Mechanics Conference in 2008, which was well-received.

Nejati, referring to the initiatives to create a connection between industry and academia, described these efforts as effective and noted: These connections can have benefits for the industry and society. We are proud of the rock mechanics industry. There was a time when engineers in tunneling encountered variants and set them aside, but now rock engineers are actively involved in the tunneling industry.
He emphasized: In this field, not only has the country achieved self-sufficiency, but it has also been able to export tunneling services, and this situation also prevails in the dam construction industry. After the war, we had many dependencies in dam construction, and foreign consultants were present in Iran, but now we are exporters of dam construction services, and all these successes are due to the effective communication between universities and the industry in this field.
The president of the Iranian Rock Mechanics Society, referring to the implementation of tunneling and dam construction projects in universities, said: The application of rock mechanics is not limited to tunneling and dam construction, and there are other areas where our industry and universities need to make more efforts.
He recalled: We hope that this conference, held after the spread of the coronavirus, will be a starting point in this field, and that we can create effective communications between universities and the industry.
The task of the seventh program for the participation of post-doctoral students in priority technological subjects
A representative of the Islamic Consultative Assembly, referring to the emphasis of the seventh development program on the science and technology sector, said: In this program, it has been emphasized that 20% of post-doctoral students should be employed in industrial and technology-related subjects based on the priorities of the System of Ideas and Needs (NAN).
Dr. Eqbal Shakery, at the 9th National Conference on Rock Mechanics in Iran, stated: The seventh development program defines actions in the field of science and technology, and the trajectory of this movement will be clear in the next 5 years.
A member of the Industry and Mining Commission of the parliament highlighted the acceleration and advancement of scientific innovation and commercialization as general policies of the seventh development program and said: In the fields of communications, information, biotechnology, renewable energies, and modernization and upgrading of the country's educational and research system, as general policies of the seventh development program in the parliament, good collaborations with institutions have been formed, which are addressed in a systematic manner in the twentieth chapter.
He briefly mentioned the main axes outlined in this chapter and said: This chapter focuses on quantitative goals in the research and technology sector and the improvement of research and development efficiency. Among the priorities mentioned in this chapter of the seventh development program are support for technology supply by formalizing intangible assets, attention to increasing the impact and performance of research credits, attention to the complementarity between the capabilities and capacities of defense industries with other industrial sectors, and maximizing the overflow of defense technologies to the country's economic and technological enterprises.
A member of the faculty of Amirkabir University of Technology regarding the actions mentioned in this program stated: Directing the country's research and technological activities towards meeting the country's real needs by determining research and technology priorities based on needs, issues, capacities, and future and mission-oriented institutions affiliated with the government; Recognizing and strengthening the role of intermediary institutions and conveyors such as technology markets and technology brokers in connecting universities, industry, and knowledge-based companies, the necessity of targeted development and enhancement of science and technology parks in line with their missions and capacities, the necessity of focusing on the development of future transformative technologies such as artificial intelligence are among the actions that have received special attention in this program.
