chancellor of Amirkabir University Emphasizes Two Key Actions in Financial and Resource Management Over the Past Year

The chancellor of Amirkabir University of Technology highlighted two important and effective actions in the university's financial and resource management over the past year, stating: "Following up on the university's budget with the Planning and Budget Organization, along with improving management within the university's financial sector, are two significant actions taken by this department over the past year that I hope will continue.
According to the Public Relations Office of Amirkabir University of Technology, Dr. Alireza Rahai, during the ceremony honoring Dr. Milad Rezaei, the former Vice chancellor for Development and Resource Management, and announcing Dr. Abbas Ahmadi as the new Vice chancellor of Amirkabir University, expressed: "Last year, in early September when I took on the responsibility of Amirkabir University of Technology, I felt that we faced some issues in resource management and related matters due to the absence of relevant officials. This led to numerous problems in the budget for the year 2023 due to the lack of follow-up on many matters. For this reason, we invited Dr. Rezaei to take charge of the Development and Resource Management Department."
He further referred to the most important activities carried out in the Development and Resource Management Department of Amirkabir University over the past year, stating: "A lot of activities were undertaken by Dr. Rezaei in this area, including extensive and serious follow-ups with the Management Organization to enhance and secure the budget for various sections.
The chancellor of Amirkabir University of Technology also mentioned that the process of obtaining budget and resources from the Planning and Budget Organization isn't straightforward. It's not just a matter of having an approved budget and getting the funds easily; each part requires serious follow-ups, which Dr. Rezaei managed very well.
Rahai also highlighted the importance of maintaining financial order at Amirkabir University as another crucial effort, stating, "We all have periods where we serve in various roles, but our main job is as university faculty. Fortunately, this period of responsibility in financial and administrative matters and resource development went well, bringing order to our situation and updating our status.
The chancellor of Amirkabir University also noted, "Today, I've asked Dr. Ahmadi to help and take over the ongoing activities. He is a prominent figure in the university who has a great reputation wherever he has been, whether in the education sector or as the head of the Industrial Engineering Department, and he has always been friendly in addressing issues. We hope his presence will ensure the continuation of the financial order we've established and bring new ideas to this area.
He added, "Everyone has good intentions, and these good intentions help in advancing our work, allowing us to make better progress on previous initiatives. What is clear, and what all colleagues agree on, is that we are all attached to Amirkabir University, which is our common ground.
This professor at Amirkabir University emphasized, "Our entire effort and focus is on the university's advancement in various aspects, enhancing our status in scientific, cultural, and other domains, with everyone doing their part in this regard.
He stated: This morning, we had a meeting in the defense sector where we were supposed to discuss artificial intelligence. The attendees believed that wherever we collaborated with this university, it was done smoothly, and they expressed their desire to continue working together. So, all these positive attitudes reflect the collective efforts of all of us who are dedicated to elevating the university's status.
He emphasized: Fortunately, all efforts in the university's financial areas have been effective. When we compared budget lines with last year, the numbers are more favorable and better. We hope this trend continues, and collaboration between departments persists.
The former Vice chancellor for Development and Resource Management at Amirkabir University pointed out that the university's liquidity has more than doubled, stating: Nowadays, compared to when we took over the university's vice presidency, we have two and a half times more liquidity. Additionally, we owed about 50 billion tomans in teaching fees and grants to faculty and students, which has now been cleared.
Dr. Milad Razai, during the farewell ceremony for the former and new Vice chancellor for Development and Resource Management at this university, highlighted the positive qualities of the university chancellor. He said: Dr. Rahai is a very honest and clean manager financially, and in my opinion, his most important trait is this integrity, to the point that he doesn't even take many salaries that he could legally claim. His second quality is that he works tirelessly and cares deeply, often putting in late hours.
He continued: The chancellor of Amirkabir University sees the university like a father sees his child, willing to sacrifice everything to ensure this child grows and thrives, never losing focus on the university for a moment.
The former Vice chancellor for Development and Resource Management at Amirkabir University emphasized that one of the initiatives we undertook in the past year was drafting a new student dining contract. As a result, we didn’t face serious problems in the food area last year, and we selected the best catering contractor among the universities in Tehran. The food quality was quite acceptable, even though it came with significant costs, but we will definitely find ways to reduce these expenses.
Dr. Razai also pointed out that relocating the Shahid Mashahir cafeteria was another change made at the university because the female students had limited space. By changing the location of this cafeteria, we were able to ease the physical space issues for female students.
He also reminded everyone about several important measures taken in the area of development and resource management over the past year, such as paying child care allowances to staff as part of the population youth laws, doubling the food allowance for employees, covering food expenses for contract staff, and providing occasional bonuses, resulting in each colleague receiving an average of about 12 million tomans over the last year.
He also mentioned the housing allowance at Amirkabir University of Technology as another initiative taken in the area of development and resource management. He added that, according to the law, institutions weren't required to pay it; however, at Amirkabir University, we started providing an average monthly amount of two million tomans to all staff and faculty members since February. This includes one million two hundred for the individual, five hundred thousand as a family allowance, and four hundred thousand for each child.
Dr. Razai also stated that regarding the retirement delay for university staff, sometimes fairness wasn't maintained. We drafted internal regulations allowing individuals to use this benefit for a maximum of six months with the unit manager's approval, and no one is entitled to extend beyond this period.
This Amirkabir University professor also talked about the employee-to-student ratio at the university, saying that the international standard is to have four staff members for every hundred students. While our university had a ratio of 1.8, we have now improved it to 7.8.
Razai also highlighted intense negotiations with the Planning and Budget Organization, noting that over the past year, he approached this organization 15 times and through negotiation and follow-up, we managed to secure the university's budget. Nowadays, compared to when we took over the management of the university, we have about two and a half times more liquidity. Additionally, we had previously owed nearly 50 billion tomans in teaching fees and grants to faculty and students, which has now been cleared up, and research grants for the years 1401 and 1402 have been disbursed to students and faculty.
The faculty at Amirkabir University also commented on the construction projects for the two engineering disciplines, chemical engineering and management, stating that we still have about 37 billion tomans left from the treasury bonds allocated for these two projects, which can expedite their progress.
Razai commented on the budget approval in the Islamic Consultative Assembly, saying: In the past, some representatives of agencies would lobby for higher approved budgets. However, in the thirteenth government, Shahid Raeisi capped the budget for the year 1403, which meant no one could get more funding through lobbying. Although our university seemingly suffered in this regard, overall, this policy is good for the whole country and will help reduce the budget deficit and, consequently, the inflation caused by it.
Razai added that during this time, the campus structure, which was causing public dissatisfaction, returned to a faculty structure. For the past two months, the appointments of deputy heads and department heads have been made, and some positions, like the experts in charge, will also be added within the faculties.
In terms of education, during the first two months of taking office, with the help of colleagues in the engineering education task force, we visited all 18 faculties and allocated 2 billion tomans for classroom renovations.
The former Deputy of Development and Resource Management at Amirkabir University emphasized that during this period, we also took some negative actions. For instance, we halted certain projects in the IT and construction sectors. One example is the digitization project, which wasn't very effective despite receiving a hefty budget of 3.4 billion tomans. Nowadays, faculty members have seen the second portal. The entire project only received 600 million and its final budget is one and a half billion tomans, with a transparent process in place that has oversight and a defined contract.
This faculty member from Amirkabir University mentioned that the installation of smart electricity meters and the replacement and installation of smart water faucets within the faculties, which helped reduce the university's water consumption, were other achievements we accomplished at Amirkabir University last year.

Razai noted that the budget for repairs and equipment also increased during this time, allowing us to revive this budget from the Planning and Budget Organization, and we received more than the approved amount for repairs. This budget was directly allocated to the faculties for the repair of devices and the purchase of a limited number of devices for labs and workshops.
The former Vice Pre chancellor sident for Development and Resource Management at Amirkabir University concluded by stating that for the first time in 1403, the employment contracts for all staff and esteemed faculty members were issued in the same month of Farvardin, and salary increases were implemented. He also mentioned that the establishment of a university daycare was successfully achieved during this time. Additionally, the university's donation account grew, with about 13 to 14 billion tomans returned to the university.

Dr. Abbas Ahmadi, in the farewell and introduction ceremony of the new Vice chancellor for Development and Management, expressed gratitude for the efforts of Dr. Rezai, the former Vice chancellor. He said that when the university chancellor offered him this position, he considered two factors, one being his friendship with Dr. Rezai.
He shared that they would leverage Dr. Rezai's valuable knowledge and experience to advance the programs, adding that his own focus is primarily educational. With the university chancellor 's trust, he was entrusted with this responsibility and hopes to fulfill it with success.
Dr. Ahmadi expressed hope that along with the collaboration of other staff, they could move towards the university's goals.
The Vice chancellor for Development and Management at Amirkabir University noted that the past year was challenging in terms of financial resources, and the economic situation was not favorable. However, they managed to perform well financially and are striving for even better results to execute tasks with greater agility. He mentioned that his guiding principle would be the actions emphasized in his appointment letter signed by Dr. Rahai.
