Head of International Scientific Cooperation Center: Iran’s Scientific Diplomacy Must Shift from Traditional Models to Smart Governance

The Head of the Center for International Scientific Collaboration and Science Diplomacy at the Ministry of Science has announced the higher education system’s pivot toward smart international universities. He emphasized that the development of global scientific collaborations, the engagement of Iranian experts living abroad, and the recruitment of international students must all be pursued through the framework of smart technologies and robust digital infrastructure.According to the Public Relations Office of Amirkabir University of Technology (AUT), Dr. Ehsan Ghabool, Head of the Center for International Scientific Collaboration and Science Diplomacy, made these remarks during the National Symposium on the Development and Smart Infrastructure of Internationalization in Iran’s universities, hosted by AUT. Underscoring the need for a transformation in traditional methods of international scientific collaboration, Dr. Ghabool stated: “Given the breadth of responsibilities in international affairs, managing this domain can no longer rely on traditional methods. We must transition toward international smart networks and universities.”Reflecting on his personal experience in the field of Persian language education, Dr. Ghabool explained that traditional, book-centric content is increasingly being replaced by app-based and smart platforms. “Today, the capability for both synchronous and asynchronous learning, supported by artificial intelligence, is readily available.”He noted that the Minister of Science has addressed ministerial counterparts in countries that host Persian language chairs regarding this new direction. Currently, Persian language and literature chairs are active in 48 countries. The new approach advocates for a transition from traditional to smart, hybrid learning, where a portion of the instruction is delivered virtually and the remainder through in-person engagement.Dr. Ghabool pointed to the high costs associated with dispatching faculty members abroad, noting that hybrid learning and the utilization of educational platforms and applications can reduce expenses while expanding the reach of Persian language instruction.
He also announced plans to establish “Virtual Iranology Rooms.” Rather than physically shipping books and incurring significant costs for printing and logistics, thousands of specialized academic titles will be made available through digital libraries. This will allow researchers worldwide to access these resources in accordance with their specific academic needs.The Head of the Center for International Scientific Collaboration defined the development of virtual scientific diplomacy as an urgent necessity. He stated that, particularly in post-war conditions and amidst current limitations, a portion of scientific and international engagement must be pursued through virtual platforms and dedicated, smart infrastructure.Referring to the vast capacity of Iranian professionals abroad, Dr. Ghabool outlined several new initiatives, including the “1,000 Theses in Collaboration with Iranians Abroad.” “1,000 Virtual Classes,” and “1,000 Joint Startups”. He added that achieving these objectives, requires the development of a comprehensive smart platform to facilitate systematic engagement with Iranian professionals residing abroad.Dr. Ghabool noted that 170 indicators across five key areas—education, research, technology, culture, and the knowledge-based economy—have been defined to organize Collaboration with Iranians abroad. These indicators will serve as the benchmark for evaluating the international activities of universities and their various departments.He also emphasized the need to digitalize the process of recruiting and guiding international students. “It is necessary to create a comprehensive, smart system that enables international students to identify suitable universities, academic programs, and supervisors, while providing 24/7 smart guidance and support to navigate the enrollment process.”In conclusion, Dr. Ghabool expressed the Ministry’s readiness to support technological and digital transformation initiatives in the international affairs departments of universities. He commended Amirkabir University of Technology for leading this initiative and called for the continuation of specialized symposium in this field to showcase the international capabilities of the country’s universities.
